Summary

The Senior Project Manager – ITS will be assigned to the Intelligent Transportation Systems Support Team and is accountable for delivering projects on time, on budget and with quality. In particular, he/she will be responsible for scoping and planning several projects and then managing them from initiation through deployment/implementation to project closure.

These projects will span or cover a wide breadth of technology including IT infrastructure, Building Security systems, Advanced Traffic Management Systems (ATMS), and SCADA systems

o IT infrastructure including workstation, servers, and networking equipment

o Building Security systems including access control, perimeter security, and intruder detection

o Traffic surveillance including roadway messaging, Incident Detection and Notification, camera control

o Tunnel SCADA systems including the monitoring and control of pump stations, electrical systems, ventilation control, environmental monitoring and other related technologies

He/She should be able to document the project scope, plan the project in detail including task breakdown, effort, resources, dependencies and schedule, initiate and mobilize the project, and manage all participants according to the schedule. He/She should be experienced in the use of change control processes tools for introducing changes into the production environment including modifying production network elements, deploying software to production servers and workstations or deploying equipment or hardware for example.

He/She is required to have deep experience managing outside vendors with a recent, proven track record of managing them to successful project completion.

Responsibilities

  • Perform with a strong sense of urgency and ability to meet deadlines.
  • Lead the definition of the project scope, project management/SDLC approach, milestones, tasks, deliverables and resource requirements with specific focus on security
  • Establish a communication strategy in partnership with the business, IT sponsors and effectively communicate project related information to team members, IT management, and customers throughout the project life cycle.
  • Develop and maintains project plan, status reports, risk and issue logs, budget/ongoing project forecast of resources and materials and other project artifacts using MassDOT applications, tools and templates.
  • Effectively negotiate project resource needs and competing priorities with IT and PMO resource managers
  • Create and execute strategies for risk mitigation and contingency planning.
  • Manage, assess, and negotiate project scope changes and identify dependencies.
  • Ensure that assigned projects are conducted in compliance with all department standards, policies, and guidelines. Apply appropriate levels of tailoring to meet project-specific needs, while still operating within the standard project management framework.
  • Efficiently identify and resolve project issues.
  • Escalate issues that require executive, management or business attention.
  • Manage vendor performance and drive deliverables to meet agreed dates and levels of quality,
  • Ensure business engagement throughout the project, including decision making, managing scope/budget changes, eliciting and prioritizing business requirements, planning and executing acceptance testing, developing and delivering training, migrating to production, and transitioning to support.

Skills

  • Knowledge and application of industry standard project management principles and methodologies delivered using various systems development life cycles
  • Strong familiarity with project management software and MS Office
  • Ability to define, manage, and exceed business customer expectations
  • Ability to operate at the macro level to drive large teams with multiple stakeholders, coupled with the ability to individually contribute to work products when required
  • Ability to build consensus amongst project team members and key stakeholders
  • Strong intellectual curiosity and capacity for professional growth
  • Ability to effectively coordinate and communicate with various project stakeholders including IT leadership, business customers, team members, and other IT colleagues
  • Ability to prioritize and work on multiple tasks simultaneously while maintaining high quality standards
  • Ability to operate in a matrix environment

Qualifications

  • Minimum of 10 years Project Management experience in IT projects
  • BS/MS in Computer Science/Computer Engineering or related degree
  • Knowledge of the following technologies is highly desirable but not essential:

o IP and serial based communications

o Advanced Traffic Management Systems (ATMS)

o SCADA technology

  • Knowledge of Highway Technology and Construction contracts is desirable
  • Knowledge of basic application, operational and infrastructure principles and guidelines
  • Excellent written, verbal and presentation skills as well as customer relationship management
  • Strong analytical and organizational skills
  • Professionally handling sensitive and confidential situations
  • Proven experience in negotiating and organizing project deliverables and timing within a complex business environment in order to manage stakeholder’s expectations
  • Demonstrated experience with various SDLC methodologies (Waterfall, Agile, Kanban, etc.)
  • Recent, real-world experience in medium-size, complex, enterprise-wide projects
  • Ability to drive projects to completion
  • Demonstrated experience managing projects that involve mission-critical network changes and deployments
  • Demonstrated experience managing multiple outside vendor contracts, relationships and deliverables
  • Familiarity with Cyber Security
  • PMP Certification is desirable, but not required
  • Prior experience on projects with federal, state or local government is desirable, but not required

Job Types: Full-time, Contract

Salary: $85.00 - $94.00 per hour
