Hiring Rate: $23.342/hr and after successful completion of probation wage increases to $24.510/hr.
NEW LABOR CONTRACT goes in effect 7/1/2023. Starting wage will be $24.509/hr, with an increase to $25.735 after successful completion of probation.
Examples of Work
Under limited supervision the Health Information Management (HIM) Manager is responsible for the practice and process of acquiring, analyzing, and protecting digital and traditional medical records information vital to providing quality patient care. HIM encompasses coding and revenue cycle, informatics, and data analytics. The HIM Manager is also the facility HIPAA Compliance Officer.
The HIM Manager supervises the HIM team in the preparation and maintenance of medical, clinical, and statistical records and reports in compliance with regulatory standards.
Tracks and reports compliance-related electronic medical record issues/concerns.
- Monitors record keeping activities to ensure the accuracy, security of electronic/paper medical records and compliance with accreditation, licensing, and facility policies. To include communicating with clinical
- staff documentation deficiencies.
- Serve as a resource for HIM staff by developing, implementing, and maintaining policies and procedures for operations in compliance with federal, state, and best practice requirements.
- Supervises health information/medical records staff to include hiring, professional development, termination, discipline, and performance evaluation of all HIM staff.
- Leads work groups to study changes in record management practices; supervises, trains, and evaluates the clinical experiences of interns/students in health-related programs as needed.
- Develop and foster DHHS team values with staff; act as a role model providing support and removing barriers.
- Ensure compliance with confidentiality laws and regulations as well as agency policies and procedures. Understanding major compliance laws such as the HIPAA, Patient Protection & Affordable Care Act of 2
- 2010, and HITECH.
- Serves as the HIPAA Compliance Officer for the Lincoln Regional Center entailing communication, training, and investigation of privacy rules and regulations.
- Ensure protected health information (physical and electronic) is stored in a way that protects the confidentiality of patients.
- Acts as the HIM Committee Chairperson and sits on various committees and meetings.
- Develops procedures and monitors and maintains medical records to facilitate to include efficient retrieval, safe storage, and record retention schedule.
- Monitor/Process records requests from external and internal sources ensuring the proper releases and other information are acquired prior to releasing the requested information.
- In conjunction with financial responsibility team, develops and maintains billing structure in the Electronic Medical Record. Ensuring accuracy, consistency, and efficiency in coding for reimbursement, compliance, and reporting purposes.
- Provides insurance benefit consultation to members and members’ family; assists members with bills received from outside medical providers.
- Act as primary contact with IS&T and other technology staff to design, implement, and maintain automated and manual health information systems.
- Audits medical records for qualitative and quantitative analysis relative to established criteria to ensure completeness, accuracy, and internal consistency.
- Testify in court hearings in response to court orders and subpoenas.
- Coordinate and compile reports for special studies at the request of administrators, physicians, and other staff; answers correspondence and responds to requests for information concerning medical records.
Qualifications / Requirements
REQUIREMENTS: Three years of coursework, training, and/or experience in compiling, processing, maintaining, billing, coding health or medical information and records OR one year in supervising health/medical records staff and managing health information administration processes.
PREFERRED: 3-5 years experience with Health Information/Medical Records. 2-4 years supervisory responsibility. Registered Health Information Technician (RHIT) credentials, Registered Health Information Administrator (RHIA) credentials, and/or certification as a professional coder from the American Association of Professional Coder (AAPC).
Knowledge, Skills and Abilities
Knowledge of HIM rules, regulations, policies and procedures. Knowledge of HIPAA, HITECH, and 42-CFR part 2 laws, rules, and regulations. Detailed Oriented. Effective and efficient phone, face-to-face, and electronic communication skills with internal and external parties. Ability to work and make decisions under limited supervision.
Must be able to research and resolve issues with patient charts, both electronic and paper. Ability to perform basic office functions and utilize office equipment. Computer literate with the ability to learn the required electronic medical record and other programs as needed or required. Ability to read, analyze and interpret technical procedures, regulations, and standards. Proficient in applying principles of logical thinking to a wide range of technical and practical problems. Excellent time management and prioritization skills.
