  • Assists with evaluation, interpretation, and communication of Air Force, AFMC, and AFTC technical requirements and guidance to maintain installation cyberspace IT system of systems oversight, including Data Center/ITN/RST/Comm Room HVAC, electrical, power, and associated subsystems, equipment layout to ensure efficiency and correct loading to meet current and future IT requirements.
  • Assists with evaluations, determines, and advises on effective ways for the organization to use its resources (i.e., people, product, and funds) to effectively provide cyberspace IT systems and services.
  • Maintains currency in DOD and AF cyberspace studies and initiatives, with a focus on AFTC/TW missions. Represents the organization in meetings, discussions, and correspondence with external government and industry representatives to participate in studies, exchange information, and resolve problems.
  • Ensures that all systems components can be integrated and aligned in accordance with applicable DoD/AF/TW guidelines. Manage the IT planning process to ensure that developed solutions meet customer requirements.

In order to qualify, you must meet the the Individual Occupational Requirements described in the Office of Personnel Management (OPM) Qualification Standards for Information Technology Management positions, located here.

This standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Experience.

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Specialized Experience: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02 or equivalent to the next lower grade GS-11 in the Federal Service. Specialized experience is minimum 3 years IT system and/or network engineering or equivalent technical background, minimum 3 years of involvement with complex IT deployments and/or projects/programs, and a minimum 2 years of reading/interpreting network diagrams, electrical schematics and/or facility diagrams/blueprints desired. Experience in IT systems engineering, architecture, and design, planning and implementation in the areas of computer systems and servers (physical/virtual), networking (LAN/BAN/WAN), voice systems, electrical/environmental systems, network and systems security, and cloud technology areas.

Knowledge, Skills and Abilities

1. In-depth knowledge and understanding of Air Force cyberspace organizations, functions, policies, programs, plans, initiatives, operations, services, systems, products, and resources and the procedural relationships and interactions with higher headquarters, MAJCOM, local organizations, functional users, customers, and external agencies.
2. Experience in developing and/or maintaining an organization's cyberspace strategic plans and action plans. Experience in analyzing trends and planning future cyberspace programs, system of systems architectures, processes, and organization changes due to new and forecast changes in regulatory guidance, AF and industry standards, corporate policies, technology, and resources.
3. Knowledge and experience in the performance of information technology methodologies and analyses to improve organizational efficiency and effectiveness in areas such as cyberspace production systems; operating procedures; planning, measuring, and managing work; quality and cost controls; cyberspace production systems modernization; and facility design/layout to accommodate and support new technologies, processes, or functions.
4. In-depth knowledge and experience in systems design, architecture, operational fielding and integration of new cyberspace technologies, systems, and applications into cyberspace systems operations and data centers, to include the analysis and incorporation of related system requirements for electrical, heating, ventilation, air conditioning, fire detection and suppression, intrusion detection and response, and human factors.
5. Knowledge and experience in cyberspace program/project planning, execution, and management.
6. Ability to think critically and strategically; work independently; interact with senior leaders, stakeholders and customers (internal and external) to identify cyberspace requirements and develop timely, effective solutions; plan, organize and complete high-level, complex tasks with minimal supervision; and convey data, analysis, and recommendations clearly and concisely both orally and in writing.

Education

Education: All academic degrees and coursework must be from accredited or pre-accredited institutions

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
